You or SAP Support uses the program RAGS_MK_DOWNLOAD_FILE for the purpose of analysis, in order to save your license to the hard disk.
When you do, the program crashes. When you execute the program RAGS_MK_DISPLAY_FILE, the system issues the error "The XML page cannot be displayed".

Reason and Prerequisites
The reason for this error is that a license entry for the selected system does exist in the tables in the SAP Solution Manager system, but the entry does not contain any license data.
Solution
Implement the attached corrections. The program then no longer crashes. The error is solved as of SAP Solution Manager Support Package 20.
